Narrative:

During flight, flight attendant informed us that there was a clear yellow liquid substance leaking from overhead bin 14DEF. It had no odor. We called tpa operations when we were in range to have maintenance stand by. After landing, copilot called tpa operations to inform them on ground and then he was informed to keep the passenger at seat 14DEF seated and keep the overhead bin closed. We informed the flight attendant of this who made the PA after the door was opened up. The passenger service agent was upset that all the passenger were standing in coach on the right side of the aircraft. He said that he informed us to keep all passenger seated in coach on the right side seated. We did not get this information plus the customer service agent said that he had someone else talk to us when we landed. This information needs to be stressed if it is this important. The customer service agent then told us that the flight would be canceled if we could not identify the substance which we could not. He called a chemist in to identify the substance. Callback conversation with reporter revealed the following information: the reporter stated the passenger were requested to remain seated on the right side of the aircraft to identify the person who carried the leaking can on board. The reporter said when the door opened a number of passenger left and included the passenger who could identify the material. The reporter stated it was now necessary to call for a chemist to identify the suspect hazmat. The reporter said the trip was canceled and the chemist reported the material was an oil base cosmetic make-up material not flammable and not hazmat.

Title: AN MD80 INFLT HAS FLT ATTENDANT RPT POSSIBLE HAZMAT LEAKING IN OVERHEAD BIN. CREW REQUESTS PAX REMAIN SEATED AT FLT TERMINATION TO IDENT PAX AND MATERIAL.

Narrative: DURING FLT, FLT ATTENDANT INFORMED US THAT THERE WAS A CLR YELLOW LIQUID SUBSTANCE LEAKING FROM OVERHEAD BIN 14DEF. IT HAD NO ODOR. WE CALLED TPA OPS WHEN WE WERE IN RANGE TO HAVE MAINT STAND BY. AFTER LNDG, COPLT CALLED TPA OPS TO INFORM THEM ON GND AND THEN HE WAS INFORMED TO KEEP THE PAX AT SEAT 14DEF SEATED AND KEEP THE OVERHEAD BIN CLOSED. WE INFORMED THE FLT ATTENDANT OF THIS WHO MADE THE PA AFTER THE DOOR WAS OPENED UP. THE PAX SVC AGENT WAS UPSET THAT ALL THE PAX WERE STANDING IN COACH ON THE R SIDE OF THE ACFT. HE SAID THAT HE INFORMED US TO KEEP ALL PAX SEATED IN COACH ON THE R SIDE SEATED. WE DID NOT GET THIS INFO PLUS THE CUSTOMER SVC AGENT SAID THAT HE HAD SOMEONE ELSE TALK TO US WHEN WE LANDED. THIS INFO NEEDS TO BE STRESSED IF IT IS THIS IMPORTANT. THE CUSTOMER SVC AGENT THEN TOLD US THAT THE FLT WOULD BE CANCELED IF WE COULD NOT IDENT THE SUBSTANCE WHICH WE COULD NOT. HE CALLED A CHEMIST IN TO IDENT THE SUBSTANCE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE PAX WERE REQUESTED TO REMAIN SEATED ON THE R SIDE OF THE ACFT TO IDENT THE PERSON WHO CARRIED THE LEAKING CAN ON BOARD. THE RPTR SAID WHEN THE DOOR OPENED A NUMBER OF PAX LEFT AND INCLUDED THE PAX WHO COULD IDENT THE MATERIAL. THE RPTR STATED IT WAS NOW NECESSARY TO CALL FOR A CHEMIST TO IDENT THE SUSPECT HAZMAT. THE RPTR SAID THE TRIP WAS CANCELED AND THE CHEMIST RPTED THE MATERIAL WAS AN OIL BASE COSMETIC MAKE-UP MATERIAL NOT FLAMMABLE AND NOT HAZMAT.
