Narrative:

When I started my preflight on the FMC, I noticed that the navigation data was out of date. I could not select new data on top, as the other data was out of date also. I brought this up to the captain and we decided to navigate using raw data with radar back up to phx. We did not realize that we needed MEL relief for this item. Maintenance was notified on the in range call to phx. Our nave data base was then updated.
