Narrative:

Approximately 3 mins into my shift, working R49 combined with R50, R65, R66, handling approximately 25 tracks, complaints of chop/turbulence at many altitudes, and an aircraft lost looking for the correct frequency. I observed a conflict between air carrier X climbing through FL310 to FL330 and air carrier Y level at FL310. I cleared air carrier Y to expedite a descent to FL280. The pilot acknowledged the clearance, but evidently never descended. Then I turned air carrier Y to the right. Air carrier X then advised of a TCASII resolution and began a descent back down through FL310 to FL303 (approximately). I turned air carrier X to the right.
