Narrative:

After takeoff from iad, we were given a clearance to climb to 17000 ft on frequency 126.65. After switching to 123.82 and passing 10700 ft, we got a TCASII advisory. Passing 11200 ft, departure controller told us to level at 11000 ft for traffic at 12000 ft. We reached 11300 ft and descended back to 11000 ft and let the controller know that we had been cleared to 17000 ft on the previous frequency. We were then cleared to 17000 ft after the traffic passed overhead and continued on to sfo. Both pilots had heard and verified the altitude of 17000 ft and the PNF (captain) brought the traffic to the attention of the first officer so he could anticipate a possible TCASII alert and leveloff.

Title: A320 FLC RECEIVE A TCASII ADVISORY AS IAD RECLRS FLC TO 11000 FT AS TFC PASSES OVERHEAD.

Narrative: AFTER TKOF FROM IAD, WE WERE GIVEN A CLRNC TO CLB TO 17000 FT ON FREQ 126.65. AFTER SWITCHING TO 123.82 AND PASSING 10700 FT, WE GOT A TCASII ADVISORY. PASSING 11200 FT, DEP CTLR TOLD US TO LEVEL AT 11000 FT FOR TFC AT 12000 FT. WE REACHED 11300 FT AND DSNDED BACK TO 11000 FT AND LET THE CTLR KNOW THAT WE HAD BEEN CLRED TO 17000 FT ON THE PREVIOUS FREQ. WE WERE THEN CLRED TO 17000 FT AFTER THE TFC PASSED OVERHEAD AND CONTINUED ON TO SFO. BOTH PLTS HAD HEARD AND VERIFIED THE ALT OF 17000 FT AND THE PNF (CAPT) BROUGHT THE TFC TO THE ATTN OF THE FO SO HE COULD ANTICIPATE A POSSIBLE TCASII ALERT AND LEVELOFF.
