Narrative:

Departed cvg in rain and gusty winds, climbed to FL350. Were at altitude for 1 hour 15 mins en route to msp. Upon beginning our descent to msp, right throttle would not move. It appeared to be frozen. Asked for alternate descent off the arrival STAR. Contacted our company maintenance for suggestions, but they had none. Had an extremely low altimeter setting 28.50 -- thought it was 29.50, so upon leveloff at 11000 ft we were actually at 10100 ft. Due to problem and 1 pilot talking to company, both pilots missed altimeter setting until ATC told us that we should check our altimeter setting. Maneuvered at 5000 ft for 15 mins. We tried to unfreeze throttle. Planned to land on longest runway and the company had called out emergency equipment but we did not declare emergency. On final into msp, we were finally able to unfreeze the throttle and land normally. Maintenance found small crack in cable housing.

Title: A DC9-30 AT START OF DSCNT AT FL350 THE R ENG THRUST LEVER WAS FOUND FROZEN. THRUST LEVER CTL REGAINED AT 5000 FT.

ASKED FOR ALTERNATE DSCNT OFF THE ARR STAR. CONTACTED OUR COMPANY MAINT FOR SUGGESTIONS, BUT THEY HAD NONE. HAD AN EXTREMELY LOW ALTIMETER SETTING 28.50 -- THOUGHT IT WAS 29.50, SO UPON LEVELOFF AT 11000 FT WE WERE ACTUALLY AT 10100 FT. DUE TO PROB AND 1 PLT TALKING TO COMPANY, BOTH PLTS MISSED ALTIMETER SETTING UNTIL ATC TOLD US THAT WE SHOULD CHK OUR ALTIMETER SETTING. MANEUVERED AT 5000 FT FOR 15 MINS. WE TRIED TO UNFREEZE THROTTLE. PLANNED TO LAND ON LONGEST RWY AND THE COMPANY HAD CALLED OUT EMER EQUIP BUT WE DID NOT DECLARE EMER. ON FINAL INTO MSP, WE WERE FINALLY ABLE TO UNFREEZE THE THROTTLE AND LAND NORMALLY. MAINT FOUND SMALL CRACK IN CABLE HOUSING.
