Narrative:

On the ground in cedar rapids, ia, the aircraft cabin door had been closed and the jetway pulled away from the aircraft. Waiting on the lower cargo bay door to be closed and the animal bay door to be closed to engage the animal bay heat. Animal bay door closed to positive illumination of annunciator for good heat in animal bay. Lower cargo door closed. Before engine start, animal bay heat fault light annunciator illuminated. Attempted to recycle animal bay heat but fault light remained. Lower cargo bay door opened and animal bay door opened and then resecured to extinguish the fault. The fault remained illuminated so the animals were removed from the bay and lower cargo door closed. Engine start was completed and departure from cedar rapids commenced. While en route, it was discovered that maintenance action was required. Upon the arrival at msp, maintenance was contacted and maintenance procedures were carried out. Supplemental information from acn 503610: my decision to depart prior to referencing the MEL was a lapse of our procedures induced by my low time in the aircraft (my 4TH day off IOE) and a desire to depart an outstation employing personnel that are openly hostile toward our commuter airline crews.

Title: ACR MLG FLC DEPARTED WITHOUT COMPLYING WITH AN MEL COVERING DEFERRAL OF INOP CARGO BAY HEATING. IT REQUIRED MAINT ACTION FOR THE DEFERRAL.
