Narrative:

I was the PNF as we started our descent to pit. I acknowledged the clearance and watched as the first officer dialed in FL190 in the altitude alerter and verbally repeated the altitude. I pointed at the altitude and verbally repeated 'FL190 armed' as per our company SOP. (Our clearance was to cross 10 mi west of ctw at FL190.) at that point, I noticed we were 35 NM west and descending through FL240. I watched as the first officer at first reduced our rate of descent and then increased it again. Satisfied that we were on our way to make the restr, I busied myself with setting the 'FLIP chart' to our landing weight. We then got a frequency change and when checking on with the new controller, I noticed that we were passing FL220 at 13 DME west of ctw. I brought this to the attention of the first officer, but by then it was too late to make the restr. The first officer heard the restr as being 10 DME east of ctw and had shallowed our descent. Contributing factors were fatigue for both of us as this was (toward the end of) a 3 day trip, and I was feeling especially sick as (the feeling of being sick) I was coming on and was actually contemplating calling in sick when we passed through a crew base earlier in the day. Instead, I took some sudafed and 'pressed on' as we only had 2 more legs.

Title: ACR MLG FO FAILED TO MAKE XING RESTR DURING DSCNT DUE TO THE FO'S MISUNDERSTANDING OF THE XING LOCATION.
