Narrative:

During approach, we were assigned to cross orl VOR at 2500 ft prior to descent for a visual to runway 18L. First officer flying, captain performing checklist duties. Captain noticed we were below 2500 ft, but not at the orl VOR. First officer thought we had reached the VOR. Even though the workload was high, I should have been monitoring the crossing restr more carefully, thus eliminating any doubts concerning the crossing restr. There was no mention of a deviation or conflict from ATC/orl approach.

Title: AN S80 FLC DSNDS BELOW THEIR ASSIGNED XING ALT PRIOR TO REACHING THE VOR AT ORL, FL.

Narrative: DURING APCH, WE WERE ASSIGNED TO CROSS ORL VOR AT 2500 FT PRIOR TO DSCNT FOR A VISUAL TO RWY 18L. FO FLYING, CAPT PERFORMING CHKLIST DUTIES. CAPT NOTICED WE WERE BELOW 2500 FT, BUT NOT AT THE ORL VOR. FO THOUGHT WE HAD REACHED THE VOR. EVEN THOUGH THE WORKLOAD WAS HIGH, I SHOULD HAVE BEEN MONITORING THE XING RESTR MORE CAREFULLY, THUS ELIMINATING ANY DOUBTS CONCERNING THE XING RESTR. THERE WAS NO MENTION OF A DEV OR CONFLICT FROM ATC/ORL APCH.
