Narrative:

Air carrier X (FK28) departing pdx, was stopped at 3000 ft and turned 90 degrees to right for VFR class C intruder who was sbound at 3500 ft altitude. The real problem is not having class B airspace. Pdx needs class B airspace before a midair collision occurs! The facility, P80, has tried to get the airspace, but the region doesn't want to spend the money.
