Narrative:

During taxi-in to gate at bdl, I was compelled to stop the aircraft and don my baseball cap in order to shield my eyes from the glare of the ramp lights. The lights are mounted low enough that without hoods to adequately direct the glare down onto the ramp, the ramp with its markings and personnel are obscured from view. The lead-in line was completely invisible. I recommend that the ramp lights at bdl (and all airports) be mounted higher and be equipped with glare hoods as at msp. Callback conversation with reporter revealed the following information: the reporter said that his company has apparently no control over the lights. He has reported the problem to them. He is unaware if it has been forwarded to the appropriate authority. The lights shine directly into the cockpit and the reflection during poor WX conditions he considers especially hazardous since taxi lines and personnel become difficult to see.

Title: TAXI TO GATE PARKING AT BDL WAS INTERUPTED BECAUSE OF THE GLARE OF RAMP LIGHTING THAT RESTR VIS OF RAMP MARKINGS AND PERSONNEL.

Narrative: DURING TAXI-IN TO GATE AT BDL, I WAS COMPELLED TO STOP THE ACFT AND DON MY BASEBALL CAP IN ORDER TO SHIELD MY EYES FROM THE GLARE OF THE RAMP LIGHTS. THE LIGHTS ARE MOUNTED LOW ENOUGH THAT WITHOUT HOODS TO ADEQUATELY DIRECT THE GLARE DOWN ONTO THE RAMP, THE RAMP WITH ITS MARKINGS AND PERSONNEL ARE OBSCURED FROM VIEW. THE LEAD-IN LINE WAS COMPLETELY INVISIBLE. I RECOMMEND THAT THE RAMP LIGHTS AT BDL (AND ALL ARPTS) BE MOUNTED HIGHER AND BE EQUIPPED WITH GLARE HOODS AS AT MSP. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR SAID THAT HIS COMPANY HAS APPARENTLY NO CONTROL OVER THE LIGHTS. HE HAS RPTED THE PROB TO THEM. HE IS UNAWARE IF IT HAS BEEN FORWARDED TO THE APPROPRIATE AUTHORITY. THE LIGHTS SHINE DIRECTLY INTO THE COCKPIT AND THE REFLECTION DURING POOR WX CONDITIONS HE CONSIDERS ESPECIALLY HAZARDOUS SINCE TAXI LINES AND PERSONNEL BECOME DIFFICULT TO SEE.
