Narrative:

I was working the departure sector during east operations. The sector next to me asked me to approve a right turn departure off ontario. I had no traffic, and subsequently authority/authorized it. I observed that aircraft's target leave ontario and pass out of my airspace. The controller for arrs asked for approval to allow a C208 cargo hauler to enter my airspace from the north and enter the south downwind. I had no traffic, and approved it. Just as that aircraft entered my airspace, a B737 departed in a right turn and came close to the airplane arriving. Visual separation was obtained 2 seconds prior to loss of IFR separation. I never talked to either aircraft, though the incident happened in my airspace. The one controller had released 2 departures, and I had only heard him ask for one.

Title: SCT E ONT CTLR RELEASES 2 ACFT FROM ONT, ONLY HEARING AND RELEASING 1 ACFT. OTHER SCT CTLR RECEIVES APPROVAL TO CROSS OTHER CTLR'S AIRSPACE WITH C208, WHICH CONFLICTS WITH DEPARTING B737.

I OBSERVED THAT ACFT'S TARGET LEAVE ONTARIO AND PASS OUT OF MY AIRSPACE. THE CTLR FOR ARRS ASKED FOR APPROVAL TO ALLOW A C208 CARGO HAULER TO ENTER MY AIRSPACE FROM THE N AND ENTER THE S DOWNWIND. I HAD NO TFC, AND APPROVED IT. JUST AS THAT ACFT ENTERED MY AIRSPACE, A B737 DEPARTED IN A R TURN AND CAME CLOSE TO THE AIRPLANE ARRIVING. VISUAL SEPARATION WAS OBTAINED 2 SECONDS PRIOR TO LOSS OF IFR SEPARATION. I NEVER TALKED TO EITHER ACFT, THOUGH THE INCIDENT HAPPENED IN MY AIRSPACE. THE ONE CTLR HAD RELEASED 2 DEPS, AND I HAD ONLY HEARD HIM ASK FOR ONE.
