Narrative:

We are aware that our company has been installing and activating cargo fire suppression system. As a pilot, I am not aware of which components may or may not be installed before activation. I was dispatched with what maintenance control called a 'carryover.' the system was not activated because it did not test properly, so they maintained it was not activated, not installed, and would not activate, circuit breakers pulled. I am now aware that for this system to have remained 'inactive' and not MEL'ed, along with the circuit breakers being pulled, they should have pulled out the control panel head so I would not have even known it was there.

Title: AN MD82 WAS DISPATCHED IN NON COMPLIANCE WITH A CARGO SMOKE SUPPRESSION SYS MODIFICATION COMPLETED, BUT NOT OPERATIVE WITH NO LOGBOOK RECORD OF WORK ACCOMPLISHED.

THE SYS WAS NOT ACTIVATED BECAUSE IT DID NOT TEST PROPERLY, SO THEY MAINTAINED IT WAS NOT ACTIVATED, NOT INSTALLED, AND WOULD NOT ACTIVATE, CIRCUIT BREAKERS PULLED. I AM NOW AWARE THAT FOR THIS SYS TO HAVE REMAINED 'INACTIVE' AND NOT MEL'ED, ALONG WITH THE CIRCUIT BREAKERS BEING PULLED, THEY SHOULD HAVE PULLED OUT THE CTL PANEL HEAD SO I WOULD NOT HAVE EVEN KNOWN IT WAS THERE.
