Narrative:

On descent into dulles, I was PNF and told my first officer that I was going to go on radio #2 and get ATIS and call company. While I was off #1, the first officer responded to a crossing restr of 10 mi south of brv at 10000 ft. When I was back on radio #1, he told me he needed to cross brv at 10000 ft. He was a new first officer with only 20 hours after IOE and was having trouble loading the data in the FMS. Just by looking at it, I could tell we needed to start down. I told him to start down and I would load it in. After it was loaded in, I needed to brief the passenger, so I told him I would be off the radio again. While I was off, the center told him to contact dulles approach and that we missed our crossing restr. When I came back to radio #1 he told me that we were supposed to cross 10 mi south of brv at 1000 ft, not brv at 10000 ft. By looking at our current position, I estimated that we must have been about 12000 ft at 10 mi south of brv. To my knowledge, nothing else was said about it by the controller. I think if I would have monitored the radio #1 while getting ATIS and calling company I may have been able to catch the crossing restr directly from the controller and not rely solely on my first officer for that information. To my knowledge there was no loss of separation resulting from this error. Supplemental information from acn 499370: I was PF, captain was on communication #2 with company. ATC called with a crossing restr of 10 mi south of brv at 10000 ft and 250 KTS. Captain was back on communication #1 when I replied to ATC. He entered the crossing restr at brv, not 10 mi south. He did not verify it with me. Also, the FMS back-lighting was deferred. During my descent, I said it was 10 mi south. We were send to the next ATC. No mention from any ATC center to us was made. We feel we missed the crossing restr by 2-5 mi. The cause was possibly due to me not asking for the captain to verify. FMS back-lighting deferred. ATC extremely busy. Captain first trip after 8 days off. Myself being an first officer with less than 100 hours in type. Being rushed due to it being a short leg from norfolk, va, to washington, dulles. Flight time 28 mins. To prevent this from recurring, be more aware of the pilot entering information into FMS. Being new, be sure to brief all changes to captain, even if he does not ask if there were changes when he was off communication #1. Better management of flight and duties in the cockpit during very short flts.

HE WAS A NEW FO WITH ONLY 20 HRS AFTER IOE AND WAS HAVING TROUBLE LOADING THE DATA IN THE FMS. JUST BY LOOKING AT IT, I COULD TELL WE NEEDED TO START DOWN. I TOLD HIM TO START DOWN AND I WOULD LOAD IT IN. AFTER IT WAS LOADED IN, I NEEDED TO BRIEF THE PAX, SO I TOLD HIM I WOULD BE OFF THE RADIO AGAIN. WHILE I WAS OFF, THE CTR TOLD HIM TO CONTACT DULLES APCH AND THAT WE MISSED OUR XING RESTR. WHEN I CAME BACK TO RADIO #1 HE TOLD ME THAT WE WERE SUPPOSED TO CROSS 10 MI S OF BRV AT 1000 FT, NOT BRV AT 10000 FT. BY LOOKING AT OUR CURRENT POS, I ESTIMATED THAT WE MUST HAVE BEEN ABOUT 12000 FT AT 10 MI S OF BRV. TO MY KNOWLEDGE, NOTHING ELSE WAS SAID ABOUT IT BY THE CTLR. I THINK IF I WOULD HAVE MONITORED THE RADIO #1 WHILE GETTING ATIS AND CALLING COMPANY I MAY HAVE BEEN ABLE TO CATCH THE XING RESTR DIRECTLY FROM THE CTLR AND NOT RELY SOLELY ON MY FO FOR THAT INFO. TO MY KNOWLEDGE THERE WAS NO LOSS OF SEPARATION RESULTING FROM THIS ERROR. SUPPLEMENTAL INFO FROM ACN 499370: I WAS PF, CAPT WAS ON COM #2 WITH COMPANY. ATC CALLED WITH A XING RESTR OF 10 MI S OF BRV AT 10000 FT AND 250 KTS. CAPT WAS BACK ON COM #1 WHEN I REPLIED TO ATC. HE ENTERED THE XING RESTR AT BRV, NOT 10 MI S. HE DID NOT VERIFY IT WITH ME. THE CAUSE WAS POSSIBLY DUE TO ME NOT ASKING FOR THE CAPT TO VERIFY. FMS BACK-LIGHTING DEFERRED. ATC EXTREMELY BUSY. CAPT FIRST TRIP AFTER 8 DAYS OFF. MYSELF BEING AN FO WITH LESS THAN 100 HRS IN TYPE. BEING RUSHED DUE TO IT BEING A SHORT LEG FROM NORFOLK, VA, TO WASHINGTON, DULLES. FLT TIME 28 MINS. TO PREVENT THIS FROM RECURRING, BE MORE AWARE OF THE PLT ENTERING INFO INTO FMS. BEING NEW, BE SURE TO BRIEF ALL CHANGES TO CAPT, EVEN IF HE DOES NOT ASK IF THERE WERE CHANGES WHEN HE WAS OFF COM #1. BETTER MGMNT OF FLT AND DUTIES IN THE COCKPIT DURING VERY SHORT FLTS.
