Narrative:

Aircraft #1 was inbound from ocn VOR, tower contact and idented by squawk by tower. Advised to report right traffic runway 24. Shortly thereafter, tower also cleared twin to depart runway 24 with a right downwind departure. Obviously, a set-up and potential conflict. Aircraft #1 descending west to east into rising sun, glare, limited visibility due to morning sun. Aircraft #1 was diligently looking for departing aircraft, and eventually spotted aircraft #2 late in the game. At last min effort, tower advised of conflict, but evasive action was already in progress. Solutions: 1) cease downwind conflicting departures when obvious departing traffic are unknown. 20 release departures on left side. 3) require departing traffic to proceed to shoreline and gain altitude before passing back over inbound traffic. 4) recognize that rising sun limits inbound visibility . 5) file IFR, load the system, avoid conflict.

Narrative: ACFT #1 WAS INBOUND FROM OCN VOR, TWR CONTACT AND IDENTED BY SQUAWK BY TWR. ADVISED TO RPT R TFC RWY 24. SHORTLY THEREAFTER, TWR ALSO CLRED TWIN TO DEPART RWY 24 WITH A R DOWNWIND DEP. OBVIOUSLY, A SET-UP AND POTENTIAL CONFLICT. ACFT #1 DSNDING W TO E INTO RISING SUN, GLARE, LIMITED VISIBILITY DUE TO MORNING SUN. ACFT #1 WAS DILIGENTLY LOOKING FOR DEPARTING ACFT, AND EVENTUALLY SPOTTED ACFT #2 LATE IN THE GAME. AT LAST MIN EFFORT, TWR ADVISED OF CONFLICT, BUT EVASIVE ACTION WAS ALREADY IN PROGRESS. SOLUTIONS: 1) CEASE DOWNWIND CONFLICTING DEPS WHEN OBVIOUS DEPARTING TFC ARE UNKNOWN. 20 RELEASE DEPS ON L SIDE. 3) REQUIRE DEPARTING TFC TO PROCEED TO SHORELINE AND GAIN ALT BEFORE PASSING BACK OVER INBOUND TFC. 4) RECOGNIZE THAT RISING SUN LIMITS INBOUND VISIBILITY . 5) FILE IFR, LOAD THE SYS, AVOID CONFLICT.
