Narrative:
Aircraft had both FMC's on placard reference 34-21B. The FMC's would not send or receive data through ACARS. Software had been loaded previously at bos. At gate, the crew reported that all information was normal with the FMC's. I had assigned a fleet qualified aircraft maintenance technician. I spoke with the captain by phone, and the aircraft maintenance technician told me an FCC had been accomplished. I proceeded to gate to assist as the aircraft maintenance technician was not sure how to handle the FCC entry. I spoke with technical services about the FMC's. On reviewing the MEL, no mention of lower minimum performance status is shown. After signing log, I returned to office and reviewed gpm 16-14 which shows the lower minimum performance equipment.

Title: A B737-300 WAS DISPATCHED IN NON COMPLIANCE WITH DEFERRED ITEMS ON FMC SYS CLRED BUT AUTOLAND TEST NOT ACCOMPLISHED PER MEL REQUIREMENTS.
Narrative: ACFT HAD BOTH FMC'S ON PLACARD REF 34-21B. THE FMC'S WOULD NOT SEND OR RECEIVE DATA THROUGH ACARS. SOFTWARE HAD BEEN LOADED PREVIOUSLY AT BOS. AT GATE, THE CREW RPTED THAT ALL INFO WAS NORMAL WITH THE FMC'S. I HAD ASSIGNED A FLEET QUALIFIED ACFT MAINT TECHNICIAN. I SPOKE WITH THE CAPT BY PHONE, AND THE ACFT MAINT TECHNICIAN TOLD ME AN FCC HAD BEEN ACCOMPLISHED. I PROCEEDED TO GATE TO ASSIST AS THE ACFT MAINT TECHNICIAN WAS NOT SURE HOW TO HANDLE THE FCC ENTRY. I SPOKE WITH TECHNICAL SVCS ABOUT THE FMC'S. ON REVIEWING THE MEL, NO MENTION OF LOWER MINIMUM PERFORMANCE STATUS IS SHOWN. AFTER SIGNING LOG, I RETURNED TO OFFICE AND REVIEWED GPM 16-14 WHICH SHOWS THE LOWER MINIMUM PERFORMANCE EQUIP.
