Narrative:

Assigned 2 mechanics a job card to do a ram air turbine deployment. Mechanics followed maintenance manual, completed task and signed off job card. They may not have known the item needed to have to be inspected after completion. Because maintenance manual or job card doesn't tell them this, they signed all items off and informed me that aircraft was ready to be put back into service. So I proceeded to return aircraft to service, and then later that morning was told by foreman that the ram air turbine required inspection look at it before aircraft was returned to service. Aircraft was flying when I was informed of this.

Title: AN AIRBUS 319 WAS DISPATCHED IN NON COMPLIANCE AFTER A RAM AIR TURBINE TEST CONDUCTED PER THE MAINT MANUAL WHICH OMITTED THE REQUIRED FAA MANDATORY INSPECTION.

Narrative: ASSIGNED 2 MECHS A JOB CARD TO DO A RAM AIR TURBINE DEPLOYMENT. MECHS FOLLOWED MAINT MANUAL, COMPLETED TASK AND SIGNED OFF JOB CARD. THEY MAY NOT HAVE KNOWN THE ITEM NEEDED TO HAVE TO BE INSPECTED AFTER COMPLETION. BECAUSE MAINT MANUAL OR JOB CARD DOESN'T TELL THEM THIS, THEY SIGNED ALL ITEMS OFF AND INFORMED ME THAT ACFT WAS READY TO BE PUT BACK INTO SVC. SO I PROCEEDED TO RETURN ACFT TO SVC, AND THEN LATER THAT MORNING WAS TOLD BY FOREMAN THAT THE RAM AIR TURBINE REQUIRED INSPECTION LOOK AT IT BEFORE ACFT WAS RETURNED TO SVC. ACFT WAS FLYING WHEN I WAS INFORMED OF THIS.
