Narrative:

On an almost daily basis, ATC rertes my mem-phx flight way off course. This is an illegal and very unsafe procedure and needs to be stopped now. ATC must not take a flight off of an nrp route unless there is an emergency. ATC is incapable of providing en route winds aloft, driftdown information and fuel burn calculations that I am required to do by regulations. This is a safety violation and is costing our airline a significant amount of fuel and crew duty time.
