Narrative:

VMC conditions at night. Uneventful VFR/visual approach to runway 21 at cho airport, va. After landing, lowered the nose and got a red attention-getter and red caption for the right side propeller reversing system (red is bad). I raised the throttle finger lifts to pull them in to ground mode to see if I could extinguish the red caption from our annunciator panel. I felt resistance in the throttles trying to get them into ground/reverse mode. I never got a good reading for the right side propeller reverse system pressure. Also, I couldn't move the throttles into reverse range. I elected not to use reverse, just wheel brakes. I was already applying moderate wheel brake pressure at this time. When I applied full toe pressure on the brakes, the aircraft didn't seem to be slowing down normally. By this time we were 3000-4000 ft down a 6000 ft runway. The plane then pulled to the right and I used tiller steering to recover back to centerline. When it became obvious we weren't going to stop on the remaining runway, I elected to try and steer the aircraft off to the left of the runway onto the parallel taxiway. We made it through about 90 degrees of turn before we departed the taxiway, went over a bank, and came to a stop. The emergency evacuate/evacuation went well. No injuries. My post-accident review of the events leads me to believe there was a bad weight on wheels (wow) switch or switches that never indicated to the reversing system, brakes, or the throttles that the aircraft was on the ground. Callback conversation with reporter revealed the following information: the reporter stated the airplane was a BAE4100 with a history of throttles sticking and propeller pressure indication. The reporter said the airplane did not shift to the ground mode allowing brake antiskid and propeller reversing. The reporter stated the airplane incurred damage with 1 main gear bent aft. The reporter said the FAA and the NTSB also investigated and removed parts for study. The reporter stated that neither the FAA nor the NTSB have released the finding of their investigations. The reporter said the maintenance department has not released any information on the ground shift failure but the flight data recorder was removed and will reveal this failure.

Title: A BAE4100 CREW DISCOVERED NO ANTISKID BRAKING AND REVERSERS INOP ON LNDG ROLL. L TURN MADE ONTO TXWY, BUT DEPARTED TXWY AND OVER A BANK. CAUSED BY AIRPLANE NOT SHIFTING TO GND MODE.

WHEN IT BECAME OBVIOUS WE WEREN'T GOING TO STOP ON THE REMAINING RWY, I ELECTED TO TRY AND STEER THE ACFT OFF TO THE L OF THE RWY ONTO THE PARALLEL TXWY. WE MADE IT THROUGH ABOUT 90 DEGS OF TURN BEFORE WE DEPARTED THE TXWY, WENT OVER A BANK, AND CAME TO A STOP. THE EMER EVAC WENT WELL. NO INJURIES.
