Narrative:
The cof gpn-20 is unacceptable. I was unable to give radar service to about 6 aircraft because I lost radar contact with them. Aircraft X was filed IFR off of coi and I was unable to identify him and issue the clearance.

Title: APCH CTLR AT DAB USING A MIL RADAR SYS TO PROVIDE RADAR SVC, LOST RADAR CONTACT WITH SEVERAL ACFT INCLUDING ONE REQUESTING AN IFR CLRNC.
Narrative: THE COF GPN-20 IS UNACCEPTABLE. I WAS UNABLE TO GIVE RADAR SVC TO ABOUT 6 ACFT BECAUSE I LOST RADAR CONTACT WITH THEM. ACFT X WAS FILED IFR OFF OF COI AND I WAS UNABLE TO IDENT HIM AND ISSUE THE CLRNC.
