Narrative:

This was the 5TH day for this new trainee on position at this facility. Local control normally keeps an aircraft on their frequency until after they cross the inner parallel runway *runway 18C). The bae-146 was side-stepped from runway 18R over to runway 18L by the other local controller but was not issued a frequency change to our frequency. The C182 was holding in position on runway 18C. The other local coordinated with the trainee to cross runway 18C with the bae-146 and was approved. While I was coordinating with ground control on several departures taxiing out that had jumped frequency and were in a standoff (9 aircraft on 4 txwys) wondering what their sequence was, the trainee cleared the C182 for takeoff. The other local asked if the C182 was rolling and I turned to see the bae-146 stopped in the middle of the runway. As I started to cancel the C182's takeoff clearance, he rotated and started a turn. Several solutions: 1) unsure aircraft are clear of runway. 2) when changing aircraft to another runway, also issue a frequency change to the appropriate controller working that runway. 3) when crossing a runway, do not stop until clear of it regardless of whether or not you have contacted ground control. 4) during a departure push, do not change to tower frequency until #1 aircraft at runway or when told to by ground control. Local control is busy enough without having to do ground control's sequencing because the pilot changes frequency before he knows who to follow.

THE OTHER LCL COORDINATED WITH THE TRAINEE TO CROSS RWY 18C WITH THE BAE-146 AND WAS APPROVED. SEVERAL SOLUTIONS: 1) UNSURE ACFT ARE CLR OF RWY. 2) WHEN CHANGING ACFT TO ANOTHER RWY, ALSO ISSUE A FREQ CHANGE TO THE APPROPRIATE CTLR WORKING THAT RWY. 3) WHEN XING A RWY, DO NOT STOP UNTIL CLR OF IT REGARDLESS OF WHETHER OR NOT YOU HAVE CONTACTED GND CTL. 4) DURING A DEP PUSH, DO NOT CHANGE TO TWR FREQ UNTIL #1 ACFT AT RWY OR WHEN TOLD TO BY GND CTL. LCL CTL IS BUSY ENOUGH WITHOUT HAVING TO DO GND CTL'S SEQUENCING BECAUSE THE PLT CHANGES FREQ BEFORE HE KNOWS WHO TO FOLLOW.
