Narrative:

Immediately after liftoff a strong odor that smelled like a hot air conditioning pack was present in the cockpit. Less than 1 min after noticing the smell, the #1 flight attendant opened the cockpit door and told me they had smoke in the cabin. The smell was much stronger with the door open and looking into the cabin I could see some bluish-white smoke near the ceiling in coach. We leveled off at 3000 ft, declared an emergency and made a right turn to a downwind to runway 34L at smf. We made an uneventful and smooth overweight landing at a weight of 142400 pounds with all of the before landing checklist completed. Total time in the air was less than 6 mins. After stopping on the runway, I reopened the cockpit door and all of the smoke and most of the smell was gone. The flight attendants reported that it stated to dissipate during our descent, and was completely gone during our landing rollout. Based on this information and with the concurrence of the crash fire rescue equipment chief who could see no evidence of a problem from the outside, I elected not to evacuate/evacuation the aircraft, and taxied it back to the gate with packs off. Maintenance reported that they found an oil leak on the left air cycle machine.

Title: COCKPIT AND CABIN SMOKE AND FUMES AFTER TKOF RESULT IN A RETURN TO LAND AT SMF, CA.

Narrative: IMMEDIATELY AFTER LIFTOFF A STRONG ODOR THAT SMELLED LIKE A HOT AIR CONDITIONING PACK WAS PRESENT IN THE COCKPIT. LESS THAN 1 MIN AFTER NOTICING THE SMELL, THE #1 FLT ATTENDANT OPENED THE COCKPIT DOOR AND TOLD ME THEY HAD SMOKE IN THE CABIN. THE SMELL WAS MUCH STRONGER WITH THE DOOR OPEN AND LOOKING INTO THE CABIN I COULD SEE SOME BLUISH-WHITE SMOKE NEAR THE CEILING IN COACH. WE LEVELED OFF AT 3000 FT, DECLARED AN EMER AND MADE A R TURN TO A DOWNWIND TO RWY 34L AT SMF. WE MADE AN UNEVENTFUL AND SMOOTH OVERWT LNDG AT A WT OF 142400 LBS WITH ALL OF THE BEFORE LNDG CHKLIST COMPLETED. TOTAL TIME IN THE AIR WAS LESS THAN 6 MINS. AFTER STOPPING ON THE RWY, I REOPENED THE COCKPIT DOOR AND ALL OF THE SMOKE AND MOST OF THE SMELL WAS GONE. THE FLT ATTENDANTS RPTED THAT IT STATED TO DISSIPATE DURING OUR DSCNT, AND WAS COMPLETELY GONE DURING OUR LNDG ROLLOUT. BASED ON THIS INFO AND WITH THE CONCURRENCE OF THE CFR CHIEF WHO COULD SEE NO EVIDENCE OF A PROB FROM THE OUTSIDE, I ELECTED NOT TO EVAC THE ACFT, AND TAXIED IT BACK TO THE GATE WITH PACKS OFF. MAINT RPTED THAT THEY FOUND AN OIL LEAK ON THE L AIR CYCLE MACHINE.
