Narrative:

Working local control at phl tower, 4 active runways. Previous departure reported metal debris on runway 35. Airport vehicle responded and removed a dead bird. At the same time, a king air departure reports a dead bird at the approach end of runway 27R. Airport vehicle finished removing the first bird and proceeds to runway 27R. I instructed the vehicle to the approach end of runway 27R, but, 'remain clear of runway 35 at all times.' (runway 35 intersects runway 27R, 3000 ft west of runway 27R approach.) vehicle replies 'roger.' about 3 mins later I see the vehicle cross runway 35 with an aircraft on a 1 mi final. I understand all runway hold short instructions require a readback, but the vehicle was only cleared onto the approach end of runway 27R to remove the dead bird. There was no request for additional runway inspection. When I cleared the vehicle on runway 35 for the first bird, I didn't say hold short of runway 27R because he was to go to a very specific place on the runway. So the question is, do I need to give and receive a hold short instruction when the vehicle is given a specific clearance for a specific duty.

I INSTRUCTED THE VEHICLE TO THE APCH END OF RWY 27R, BUT, 'REMAIN CLR OF RWY 35 AT ALL TIMES.' (RWY 35 INTERSECTS RWY 27R, 3000 FT W OF RWY 27R APCH.) VEHICLE REPLIES 'ROGER.'
