Narrative:

I got a WX briefing for IFR flight to do instrument approachs at youngstown regional airport (yng) and cuyahoga county airport (cgf). I filed for 5000 ft. No ice was forecast and temperature was 8 degrees C at 5000 ft. I took off and was handed off from cleveland, approach xferred me to youngstown approach. At about 15 mi from yng I started to pick up ice at 5000 ft on my outside temperature probe and on the leading edge of my wings. I told yng approach I was picking up ice and asked for lower altitude and was cleared to 4000 ft. At 4000 ft I was in broken ceiling and I thought I was still picking up ice and I asked approach for 3000 ft. The controller said there was a plane below at 3000 ft. I again asked for 3000 ft and again said I was picking up ice. Approach asked if I was canceling IFR and proceeding VFR. After a few comments with the controller I canceled IFR and descended to 3000 ft. The controller asked the VFR plane if he could see me and the pilot of the cessna 182 said he could see me 1/4 mi away. I proceeded VFR to cff and I contacted cleveland approach, requested and got cleared for an instrument approach to cgf. When I landed at cgf the tower told me to call the tower supervisor at yng. I did and the yng supervisor said they got concerned when I descended to an altitude where another plane was operating (3000 ft). The supervisor was pleasant and instructive. I said I should be clrer with the controller in the future. I asked if the supervisor would violate me and he said no. I thought the controller could have vectored me and the other plane so I would descend out of the ice. I should have been firm in my request for lower altitude. No action has been taken against me.

I TOLD YNG APCH I WAS PICKING UP ICE AND ASKED FOR LOWER ALTITUDE AND WAS CLRED TO 4000 FT. AT 4000 FT I WAS IN BROKEN CEILING AND I THOUGHT I WAS STILL PICKING UP ICE AND I ASKED APCH FOR 3000 FT. THE CTLR SAID THERE WAS A PLANE BELOW AT 3000 FT. I AGAIN ASKED FOR 3000 FT AND AGAIN SAID I WAS PICKING UP ICE. APCH ASKED IF I WAS CANCELING IFR AND PROCEEDING VFR. AFTER A FEW COMMENTS WITH THE CTLR I CANCELED IFR AND DSNDED TO 3000 FT. THE CTLR ASKED THE VFR PLANE IF HE COULD SEE ME AND THE PLT OF THE CESSNA 182 SAID HE COULD SEE ME 1/4 MI AWAY. I PROCEEDED VFR TO CFF AND I CONTACTED CLEVELAND APCH, REQUESTED AND GOT CLRED FOR AN INST APCH TO CGF. WHEN I LANDED AT CGF THE TWR TOLD ME TO CALL THE TWR SUPVR AT YNG. I DID AND THE YNG SUPVR SAID THEY GOT CONCERNED WHEN I DSNDED TO AN ALT WHERE ANOTHER PLANE WAS OPERATING (3000 FT). THE SUPVR WAS PLEASANT AND INSTRUCTIVE. I SAID I SHOULD BE CLRER WITH THE CTLR IN THE FUTURE. I ASKED IF THE SUPVR WOULD VIOLATE ME AND HE SAID NO. I THOUGHT THE CTLR COULD HAVE VECTORED ME AND THE OTHER PLANE SO I WOULD DSND OUT OF THE ICE. I SHOULD HAVE BEEN FIRM IN MY REQUEST FOR LOWER ALT. NO ACTION HAS BEEN TAKEN AGAINST ME.
