Narrative:

Descending into roc, ZOB gave us a crossing restr to cross 30 NM south of roc at 11000 ft and maintain 11000 ft. We acknowledged the restr and altitude. Out of FL180, a descent checklist was completed and the altimeter setting of 29.54 as per roc ATIS was set into both captain's and first officer's pfd's as well as the standby altimeter. Then the captain was the PNF and had left the #1 radio to use the #2 radio to call in range to roc operations. When I came back up on the #1 radio, ZOB was alerting us of being below 11000 ft MSL. The captain's pfd read 10500 ft MSL at 29.54. The first officer's pfd read 11500 ft MSL with an incorrect altimeter setting of 30.54. I asked ZOB what the altimeter setting was. Center read back 29.54. I read back 29.54 and explained that 30.54 had somehow got set in. ZOB then informed us to maintain 10000 ft MSL and that he had cleared it with roc approach and to maintain 10000 ft and to contact roc approach.

Title: ON DSCNT FLC OVERSHOT ASSIGNED ALT DUE TO WRONG ALTIMETER SETTING.

Narrative: DSNDING INTO ROC, ZOB GAVE US A XING RESTR TO CROSS 30 NM S OF ROC AT 11000 FT AND MAINTAIN 11000 FT. WE ACKNOWLEDGED THE RESTR AND ALT. OUT OF FL180, A DSCNT CHKLIST WAS COMPLETED AND THE ALTIMETER SETTING OF 29.54 AS PER ROC ATIS WAS SET INTO BOTH CAPT'S AND FO'S PFD'S AS WELL AS THE STANDBY ALTIMETER. THEN THE CAPT WAS THE PNF AND HAD LEFT THE #1 RADIO TO USE THE #2 RADIO TO CALL IN RANGE TO ROC OPS. WHEN I CAME BACK UP ON THE #1 RADIO, ZOB WAS ALERTING US OF BEING BELOW 11000 FT MSL. THE CAPT'S PFD READ 10500 FT MSL AT 29.54. THE FO'S PFD READ 11500 FT MSL WITH AN INCORRECT ALTIMETER SETTING OF 30.54. I ASKED ZOB WHAT THE ALTIMETER SETTING WAS. CTR READ BACK 29.54. I READ BACK 29.54 AND EXPLAINED THAT 30.54 HAD SOMEHOW GOT SET IN. ZOB THEN INFORMED US TO MAINTAIN 10000 FT MSL AND THAT HE HAD CLRED IT WITH ROC APCH AND TO MAINTAIN 10000 FT AND TO CONTACT ROC APCH.
