Narrative:
On ground in dca, told to taxi on taxiway J and cross runway 4. As we crossed the hold short line, we observed a bizjet turn on his lights and roll for takeoff on runway 4. My captain stopped our aircraft just short of runway edge as bizjet took off. When contacted, ground controller apologized and told us to continue to cross runway 4, hold short of runway 1, and switch to tower.

Narrative: ON GND IN DCA, TOLD TO TAXI ON TXWY J AND CROSS RWY 4. AS WE CROSSED THE HOLD SHORT LINE, WE OBSERVED A BIZJET TURN ON HIS LIGHTS AND ROLL FOR TKOF ON RWY 4. MY CAPT STOPPED OUR ACFT JUST SHORT OF RWY EDGE AS BIZJET TOOK OFF. WHEN CONTACTED, GND CTLR APOLOGIZED AND TOLD US TO CONTINUE TO CROSS RWY 4, HOLD SHORT OF RWY 1, AND SWITCH TO TWR.
