Narrative:

While climbing through 13500 ft MSL to assigned altitude FL190, ZJX advised us of VFR traffic level 16500 ft MSL and swbound. Climb rate of the hawker jet is approximately 3000 FPM. We responded after short delay, 'no contact.' jax again advised of the traffic at approximately 3 mi and offered option to leveloff at 16000 ft MSL. We neither accepted nor declined the offer, but continued to try to identify traffic. TCASII TA was noted aurally and by sic. PIC stopped climb at 16200 ft MSL and soon after noted the traffic 'in sight.' at this time however, the twin cessna and jax were engaged in conversation that well exceeded 20 seconds, preventing crew of hawker from reporting visual contact with cessna. Hawker passed 300 ft below and 1/2 mi in front of cessna.

Title: TFC CONFLICT BTWN VFR AND IFR ACFT EVEN THOUGH ADVISORY WAS GIVEN BY ARTCC.

Narrative: WHILE CLBING THROUGH 13500 FT MSL TO ASSIGNED ALT FL190, ZJX ADVISED US OF VFR TFC LEVEL 16500 FT MSL AND SWBOUND. CLB RATE OF THE HAWKER JET IS APPROX 3000 FPM. WE RESPONDED AFTER SHORT DELAY, 'NO CONTACT.' JAX AGAIN ADVISED OF THE TFC AT APPROX 3 MI AND OFFERED OPTION TO LEVELOFF AT 16000 FT MSL. WE NEITHER ACCEPTED NOR DECLINED THE OFFER, BUT CONTINUED TO TRY TO IDENT TFC. TCASII TA WAS NOTED AURALLY AND BY SIC. PIC STOPPED CLB AT 16200 FT MSL AND SOON AFTER NOTED THE TFC 'IN SIGHT.' AT THIS TIME HOWEVER, THE TWIN CESSNA AND JAX WERE ENGAGED IN CONVERSATION THAT WELL EXCEEDED 20 SECONDS, PREVENTING CREW OF HAWKER FROM RPTING VISUAL CONTACT WITH CESSNA. HAWKER PASSED 300 FT BELOW AND 1/2 MI IN FRONT OF CESSNA.
