Narrative:

Other than the findings of air carrier maintenance I only know what happened to me, not why. Corrective maintenance occurred. Scenario attached. Flight abc, iad-ord. Was all normal until about 5 seconds from touchdown until about 10 seconds after landing on runway 4R, WX VFR, crosswind, approaching sundown. A slight crosswind, around 5 KTS, observed at about 100 ft AGL, from right to left, flying a crab into the wind. Thinking 'right aileron, left rudder' for the landing just prior to landing, when I was unable to apply any left rudder. Landed in crab. No rudder control on the ground. I asked first officer if she was 'on the rudders.' her response, 'no.' I stated to her (first officer) I had 'no control of the rudder.' I disconnected the automatic brakes, steered with the tiller and was still applying rudder pressure during deceleration when a 'snap' was heard and a movement of the aircraft felt when the rudder became controllable. The first officer said she heard and felt the 'freezing up.' taxi to gate, had air carrier maintenance meet aircraft where we briefed him and entered log write-up. Callback conversation with reporter revealed the following information: the aircraft was removed from service. The flight recorder was removed and a readout prepared. The reporter was connected to a conference call and extensively debriefed. Parties present on the call were air carrier engineering, air carrier flight safety, air carrier maintenance, boeing and the NTSB. The captain was unsure whether the FAA took part. At boeing's suggestion the rudder PCU 'power control unit' was removed and returned to boeing. This was then sent to the boeing hydraulic laboratory for analysis. The captain states that something positive was found, however, he does not know what it was.

Title: B767-300 CREW HAD THE RUDDER CTL FREEZE JUST BEFORE LNDG ON RWY 4R AT ORD.

HER RESPONSE, 'NO.' I STATED TO HER (FO) I HAD 'NO CTL OF THE RUDDER.' I DISCONNECTED THE AUTO BRAKES, STEERED WITH THE TILLER AND WAS STILL APPLYING RUDDER PRESSURE DURING DECELERATION WHEN A 'SNAP' WAS HEARD AND A MOVEMENT OF THE ACFT FELT WHEN THE RUDDER BECAME CONTROLLABLE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE ACFT WAS REMOVED FROM SVC. THE FLT RECORDER WAS REMOVED AND A READOUT PREPARED. THE RPTR WAS CONNECTED TO A CONFERENCE CALL AND EXTENSIVELY DEBRIEFED. PARTIES PRESENT ON THE CALL WERE ACR ENGINEERING, ACR FLT SAFETY, ACR MAINT, BOEING AND THE NTSB. THE CAPT WAS UNSURE WHETHER THE FAA TOOK PART. AT BOEING'S SUGGESTION THE RUDDER PCU 'PWR CTL UNIT' WAS REMOVED AND RETURNED TO BOEING. THIS WAS THEN SENT TO THE BOEING HYD LABORATORY FOR ANALYSIS. THE CAPT STATES THAT SOMETHING POSITIVE WAS FOUND, HOWEVER, HE DOES NOT KNOW WHAT IT WAS.
