Narrative:

Sav approach control frequency 118.4 main receiver has been out for an extended period, 118.4 secondary is poor in quality and has frequent outages. The problem is a hazard to the flying public, yet not a priority locally. Callback conversation with reporter revealed the following information: reporter stated that the af techinicians have made corrections several times, but they only last for about 30 min resulting in switching to the secondary system which has poor receiver quality. Therefore, the system needs a receiver. The temporary fix is not adequate since there are not sufficient techinicians to staff for all approach control shift hours.
