Narrative:

While holding short in cho we were given a clearance to go direct to ogate and maintain 7000 ft. After departure, we checked in with ric approach and he cleared us to csn. Climbing through 5800 ft he inquired as to why we were not maintaining 5000 ft that he issued to us. The first officer and I did not get a change in altitude that he claims he issued to us. We descended to 5000 ft with no further discussion of the incident. Supplemental information from acn 488960: we received initial clearance from cho ground to iad direct gve, 5000 ft, in conjunction with our takeoff clearance we were given direct ogate maintain 7000 ft. While checking in with richmond we were given direct csn. The cockpit was quiet as was the ric frequency, cockpit workload was light, so it seems unlikely that both of us missed the altitude assignment. In this case as always, we checked in with direct ogate climbing to 7000 ft.

Narrative: WHILE HOLDING SHORT IN CHO WE WERE GIVEN A CLRNC TO GO DIRECT TO OGATE AND MAINTAIN 7000 FT. AFTER DEP, WE CHKED IN WITH RIC APCH AND HE CLRED US TO CSN. CLBING THROUGH 5800 FT HE INQUIRED AS TO WHY WE WERE NOT MAINTAINING 5000 FT THAT HE ISSUED TO US. THE FO AND I DID NOT GET A CHANGE IN ALT THAT HE CLAIMS HE ISSUED TO US. WE DSNDED TO 5000 FT WITH NO FURTHER DISCUSSION OF THE INCIDENT. SUPPLEMENTAL INFO FROM ACN 488960: WE RECEIVED INITIAL CLRNC FROM CHO GND TO IAD DIRECT GVE, 5000 FT, IN CONJUNCTION WITH OUR TKOF CLRNC WE WERE GIVEN DIRECT OGATE MAINTAIN 7000 FT. WHILE CHKING IN WITH RICHMOND WE WERE GIVEN DIRECT CSN. THE COCKPIT WAS QUIET AS WAS THE RIC FREQ, COCKPIT WORKLOAD WAS LIGHT, SO IT SEEMS UNLIKELY THAT BOTH OF US MISSED THE ALT ASSIGNMENT. IN THIS CASE AS ALWAYS, WE CHKED IN WITH DIRECT OGATE CLBING TO 7000 FT.
