Narrative:

Landed at sea without landing clearance. When captain called for flaps, we were given frequency change to tower. Flaps took longer than normal before they moved. I focused on what I thought may be a flap problem and focused only on that. When they moved I continued with altitude callouts for ILS. Upon landing I noticed I had failed to speak with tower. Tower cleared us to taxi to gate. Chain of events: WX dropped/ATIS. Semi unstable approach flown. Perceived flap problem. Tired. Frequency change at time flap setting was changed. No verification/communication between captain and I regarding frequency change to tower. Human factors: tired (both of us). Off body schedule flight. I focused on problem.

Narrative: LANDED AT SEA WITHOUT LNDG CLRNC. WHEN CAPT CALLED FOR FLAPS, WE WERE GIVEN FREQ CHANGE TO TWR. FLAPS TOOK LONGER THAN NORMAL BEFORE THEY MOVED.
