Narrative:

ZDC reported VFR traffic 12 O'clock position at 12800 ft, which is not a correct altitude for VFR cruise. We were descending out of 14000 ft to make a crossing fix at 11000 ft. I leveled at 13000 ft and then received an RA from TCASII to 'descend, descend,' which we complied with and descended to the 11000 ft at 1500 FPM. We never saw traffic, it was clear and 20 mi outside, looked like about 1 mi horizontal on TCASII. I reported RA to ZDC.

Title: ON DSCNT, A DC9-30 FLC RECEIVED A VFR TA FROM ATC ALONG WITH A DSND RA FROM THE TCASII.

Narrative: ZDC RPTED VFR TFC 12 O'CLOCK POS AT 12800 FT, WHICH IS NOT A CORRECT ALT FOR VFR CRUISE. WE WERE DSNDING OUT OF 14000 FT TO MAKE A XING FIX AT 11000 FT. I LEVELED AT 13000 FT AND THEN RECEIVED AN RA FROM TCASII TO 'DSND, DSND,' WHICH WE COMPLIED WITH AND DSNDED TO THE 11000 FT AT 1500 FPM. WE NEVER SAW TFC, IT WAS CLR AND 20 MI OUTSIDE, LOOKED LIKE ABOUT 1 MI HORIZ ON TCASII. I RPTED RA TO ZDC.
