Narrative:

Approximately 200 mi wnw of bermuda, we were on the HF radio. We received a destination change from iad to fll. We asked for reroute which we received. At that point ATC asked if we were able FL410. At that point we stated that we could climb to FL410 from FL390. Due to the static on the radio we understood that we could climb to FL410. I stated over the radio 'leaving FL390 to FL410.' when leveling FL410 we said that we were leveling FL410. ATC got very excited and said that we were not cleared. Then ATC told us to stay there and then confirmed for us to maintain FL410.
