Narrative:

Aircraft xyz the top r-hand cowl was removed on log number xabc. The log page was completed and removed from the logbook. This is contrary to general maintenance manual 10-44-0 page 1 2.a(3). The logbook completed in this fashion allows the aircraft to be dispatched with the part missing. This was reported to a senior manager and was dismissed. Log number xbca was opened to prevent the aircraft from being dispatched. Callback conversation with reporter revealed the following information: the reporter stated that when a part is removed for repair or robbed for another aircraft a log entry is made per the carrier's general maintenance manual listing the part nomenclature and serial number. The reporter said mgrs and some lead mechanics in order to expedite the return to service and dispatch the aircraft will remove the log pages in violation of the general maintenance manual procedures. The reporter approached a senior vice president with this practice and was told the general maintenance manual was being revised. The reporter stated the procedures are already in place to prevent dispatch of an aircraft with a removed part.

Narrative: ACFT XYZ THE TOP R-HAND COWL WAS REMOVED ON LOG NUMBER XABC. THE LOG PAGE WAS COMPLETED AND REMOVED FROM THE LOGBOOK. THIS IS CONTRARY TO GENERAL MAINT MANUAL 10-44-0 PAGE 1 2.A(3). THE LOGBOOK COMPLETED IN THIS FASHION ALLOWS THE ACFT TO BE DISPATCHED WITH THE PART MISSING. THIS WAS RPTED TO A SENIOR MGR AND WAS DISMISSED. LOG NUMBER XBCA WAS OPENED TO PREVENT THE ACFT FROM BEING DISPATCHED. THE RPTR STATED THE PROCS ARE ALREADY IN PLACE TO PREVENT DISPATCH OF AN ACFT WITH A REMOVED PART.
