Narrative:

Cruise flight at FL350 and .72 mach, #2 engine failed. As power was reduced to slow for some chop conditions (light chop), #2 engine just spooled down and windmilled. An emergency was declared, we 'spiraled' down and landed at ind (diverted). Callback conversation with reporter revealed the following information: the reporter stated the engine was a rolls royce tay 650 and when entering light chop the throttles were retarded almost to idle the #2 engine spooled down. The reporter said on descent at 10000 ft a relight attempt was made with no success. The reporter said on the ground maintenance started the engine but ran it at idle only. The reporter said he was not advised by maintenance of the component that failed but suspects the engine driven fuel pump.

CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE ENG WAS A ROLLS ROYCE TAY 650 AND WHEN ENTERING LIGHT CHOP THE THROTTLES WERE RETARDED ALMOST TO IDLE THE #2 ENG SPOOLED DOWN. THE RPTR SAID ON DSCNT AT 10000 FT A RELIGHT ATTEMPT WAS MADE WITH NO SUCCESS. THE RPTR SAID ON THE GND MAINT STARTED THE ENG BUT RAN IT AT IDLE ONLY. THE RPTR SAID HE WAS NOT ADVISED BY MAINT OF THE COMPONENT THAT FAILED BUT SUSPECTS THE ENG DRIVEN FUEL PUMP.
