Air carrier X was told to climb to 3000 ft out of lax when the maintain 2000 ft restr light was on. Prevention: immediately remove the restr light.

Title: LAX ATCT LCL CTLR FAILED TO SEE THE 2000 FT RESTRICT LIGHT AND ALLOWED A DEPARTING ACFT TO CLB TO 3000 FT RESULTING IN A SYS ERROR.
Narrative: ACR X WAS TOLD TO CLB TO 3000 FT OUT OF LAX WHEN THE MAINTAIN 2000 FT RESTR LIGHT WAS ON. PREVENTION: IMMEDIATELY REMOVE THE RESTR LIGHT.
