Narrative:
After departure from iad, iad departure turned us to a heading of north (360 degrees) and a speed of 250 KIAS at 10000 ft. The controller turned us to 110 degrees and 250 KTS till out of the turn. I started the turn with the autoplt on and the 1/2 bank still on from takeoff. I let the speed build to 280 KTS, and the controller turned us to 130 degrees then to 180 degrees. As we went through 080 degrees, I noticed the 1/2 bank still on and turned it off. The controller asked me my speed and I told him '250 KTS and starting to increase.' he told me 'you were assigned 250 KTS till out of the turn.' I replied 'ok, we're going through 090 degrees and 250 KTS.' to prevent this again, turn 1/2 bank off after takeoff and stay at speed for ATC.

Title: A CL65 PIC EXCEEDS THE SPD LIMIT SET FOR DEP TURNS DURING RADAR VECTORING FROM DEP CTLR AT IAD.
Narrative: AFTER DEP FROM IAD, IAD DEP TURNED US TO A HDG OF N (360 DEGS) AND A SPD OF 250 KIAS AT 10000 FT. THE CTLR TURNED US TO 110 DEGS AND 250 KTS TILL OUT OF THE TURN. I STARTED THE TURN WITH THE AUTOPLT ON AND THE 1/2 BANK STILL ON FROM TKOF. I LET THE SPD BUILD TO 280 KTS, AND THE CTLR TURNED US TO 130 DEGS THEN TO 180 DEGS. AS WE WENT THROUGH 080 DEGS, I NOTICED THE 1/2 BANK STILL ON AND TURNED IT OFF. THE CTLR ASKED ME MY SPD AND I TOLD HIM '250 KTS AND STARTING TO INCREASE.' HE TOLD ME 'YOU WERE ASSIGNED 250 KTS TILL OUT OF THE TURN.' I REPLIED 'OK, WE'RE GOING THROUGH 090 DEGS AND 250 KTS.' TO PREVENT THIS AGAIN, TURN 1/2 BANK OFF AFTER TKOF AND STAY AT SPD FOR ATC.
