Narrative:

Air carrier X being vectored for sequencing behind a BE40 into iad. Air carrier X turned to a 150 degree heading. Air carrier Y on J53 northbound at FL330. Air carrier X given a descent from FL370 to FL290. Air carrier Y requested FL370 and issued FL370. Air carrier Y requested direct ewc and denied. Since training in progress, I told the developmental that ewc would turn air carrier Y behind air carrier X and it would help maintain the crossing distance. Conflict alert activated, targets jumping around, didn't take corrective action because of jumping data blocks.
