Narrative:

Aircraft (B727) was in climb to 17000 ft MSL. At approximately 16700 ft, ZNY gave us a new frequency and a new NAVAID other than the navaids listed on the lga 9 SID. Aircraft was IFR at this time. Pilot workload was heavy due to working WX radar for WX avoidance. Aircraft autoplt did not capture altitude, set at 17000 ft, and aircraft continued to climb to 17700 ft. Captain took manual control of aircraft and returned to 17000 ft. ZNY then cleared aircraft to FL280. No other aircraft were involved.
