Narrative:

The hold short line of 23L is in a non-standard area. The markings are barely visible. The C150 went past the hold short line to the edge of the runway. The EMB145 had to change to another runway on short final. This hold short line needs flashing lights. This happens almost every day. Even air carriers miss the hold short line. Callback conversation with the reporter revealed the following information: the line in question is located just beyond the 'A8' taxi way along taxi way 'a'. It was previously located at 'A9' so that the waiting aircraft were perpendicular to the runway. Since it has been moved there have been many incursions beyond the line. It is not readily visible. The reporter suggests that flashing lights or at the least signs to highlight the area be installed.

Title: AIR TRAFFIC CTLR REPORTS THAT THERE IS A PROBLEM WITH THE PLACEMENT OF THE HOLD SHORT LINE FOR THE DEP END OF RWY 23L AT KNOXVILLE, TN.

Narrative: THE HOLD SHORT LINE OF 23L IS IN A NON-STANDARD AREA. THE MARKINGS ARE BARELY VISIBLE. THE C150 WENT PAST THE HOLD SHORT LINE TO THE EDGE OF THE RWY. THE EMB145 HAD TO CHANGE TO ANOTHER RWY ON SHORT FINAL. THIS HOLD SHORT LINE NEEDS FLASHING LIGHTS. THIS HAPPENS ALMOST EVERY DAY. EVEN AIR CARRIERS MISS THE HOLD SHORT LINE. CALLBACK CONVERSATION WITH THE REPORTER REVEALED THE FOLLOWING INFO: THE LINE IN QUESTION IS LOCATED JUST BEYOND THE 'A8' TAXI WAY ALONG TAXI WAY 'A'. IT WAS PREVIOUSLY LOCATED AT 'A9' SO THAT THE WAITING ACFT WERE PERPENDICULAR TO THE RWY. SINCE IT HAS BEEN MOVED THERE HAVE BEEN MANY INCURSIONS BEYOND THE LINE. IT IS NOT READILY VISIBLE. THE REPORTER SUGGESTS THAT FLASHING LIGHTS OR AT THE LEAST SIGNS TO HIGHLIGHT THE AREA BE INSTALLED.
