Narrative:

Skydiving operation. 4TH flight of day. At end of 3RD flight, ATC advised me (X) to keep same squawk number for next flight. On initial contact, I thought ATC said squawk 1200 1 min before jumpers away, so I kept previous flight's squawk code. Evidently he said squawk 1200 and call 1 min prior to jumpers away. He was very busy and never said I was radar contact though I asked for verification twice. Location was 10 mi outside the 20 mi ring around dulles class B airspace, and drop zone underlies jet track arrival route. Climbing through 10000 ft for 10500 ft, a military B707 (Y) passed approximately 3/4 mi north of us headed for dulles. ATC hadn't called the traffic to us, so I asked again if we were in radar contact. The controller said no, although I was transponding. Next time I'll ensure positive contact and control before climbing up into the arrival route. Callback conversation with reporter revealed the following information: reporter expressed concern for flying within the iad, 30 mi mode C veil, that his operations may be effected if he was not radar idented and tracked. Pilot also was equally concerned that not being radar tracked that a level of safety was not being provided for his jumpers. Analyst suggested that his company call iad to express their concerns and obtain suggestions from iad on how to enhance communication between user and provider.

THE CTLR SAID NO, ALTHOUGH I WAS TRANSPONDING. NEXT TIME I'LL ENSURE POSITIVE CONTACT AND CTL BEFORE CLBING UP INTO THE ARR RTE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR EXPRESSED CONCERN FOR FLYING WITHIN THE IAD, 30 MI MODE C VEIL, THAT HIS OPS MAY BE EFFECTED IF HE WAS NOT RADAR IDENTED AND TRACKED. PLT ALSO WAS EQUALLY CONCERNED THAT NOT BEING RADAR TRACKED THAT A LEVEL OF SAFETY WAS NOT BEING PROVIDED FOR HIS JUMPERS. ANALYST SUGGESTED THAT HIS COMPANY CALL IAD TO EXPRESS THEIR CONCERNS AND OBTAIN SUGGESTIONS FROM IAD ON HOW TO ENHANCE COM BTWN USER AND PROVIDER.
