Narrative:

While on the profile descent for runway 23 and runway 24L into toronto, ontario, canada, I did not cross the guelf intersection at the correct altitude or airspeed. Approximately 3-4 mi prior to the intersection, the first officer brought the crossing restr to my attention. Shortly after that, toronto center pointed out that it didn't 'look like we would make the restr.' center asked us to descend and slow down as soon as possible. We crossed guelf intersection approximately 1000 ft too high and approximately 25 KTS too fast. I then descended to 11000 ft MSL and slowed down to 250 KTS as quickly and safely as possible. Contributing factors to this situation were, this was the first officer's first time into toronto and it had been over 2 years since I had flown into toronto. This is not an excuse, but some things that contributed. Supplemental information from acn 484183: the briefing discussed all factors involved with flying to canada (yyz). It was my captain's turn to fly so he briefed the flight to yyz. This descent has 2 crossing restrs. The captain briefed the STAR and started to fly the profile descent on the approach plate. The first crossing restr was made with no problems. As we got closer to the second crossing restr which required us to be at 11000 ft at 250 KTS 25 mi ssw of yyz VOR, it appeared to me that it would be close. I asked the captain about the next crossing restr. At the same time, toronto approach control also said 'it looks like you're not going to make the crossing restr, at least get your speed back please.' the captain told me he had forgotten about the second crossing restr and he did the best he could to abide by it.

Title: ALT XING AND SPD RESTR NOT MET ON ARR TO TORONTO.

Narrative: WHILE ON THE PROFILE DSCNT FOR RWY 23 AND RWY 24L INTO TORONTO, ONTARIO, CANADA, I DID NOT CROSS THE GUELF INTXN AT THE CORRECT ALT OR AIRSPD. CTR ASKED US TO DSND AND SLOW DOWN ASAP. WE CROSSED GUELF INTXN APPROX 1000 FT TOO HIGH AND APPROX 25 KTS TOO FAST. I THEN DSNDED TO 11000 FT MSL AND SLOWED DOWN TO 250 KTS AS QUICKLY AND SAFELY AS POSSIBLE. AS WE GOT CLOSER TO THE SECOND XING RESTR WHICH REQUIRED US TO BE AT 11000 FT AT 250 KTS 25 MI SSW OF YYZ VOR, IT APPEARED TO ME THAT IT WOULD BE CLOSE. I ASKED THE CAPT ABOUT THE NEXT XING RESTR. AT THE SAME TIME, TORONTO APCH CTL ALSO SAID 'IT LOOKS LIKE YOU'RE NOT GOING TO MAKE THE XING RESTR, AT LEAST GET YOUR SPD BACK PLEASE.' THE CAPT TOLD ME HE HAD FORGOTTEN ABOUT THE SECOND XING RESTR AND HE DID THE BEST HE COULD TO ABIDE BY IT.
