Narrative:

FAA inspector found forward cargo door aft barrier curtain has 1 strap torn and hold down clip broken. Talked with maintenance control wxxy, at the maintenance control. All I needed to do was put the curtain on maintenance carry over and the cargo bin would be still ok to use. I said to maintenance control that no MEL could put the curtain on maintenance carry over. I was told we didn't need an MEL because the curtain wasn't an airworthy item. We need something in writing to cover this or not.

Title: AN MD82 WITH A FORWARD CARGO PIT BAGGAGE RESTRAINT NET WAS DISCOVERED BY AN FAA SAFETY INSPECTOR TO HAVE A TORN STRAP AND BROKEN FLOOR CLIP. GATE TECHNICIAN CAN FIND NO MEL REF FOR DEFERRAL.

I WAS TOLD WE DIDN'T NEED AN MEL BECAUSE THE CURTAIN WASN'T AN AIRWORTHY ITEM. WE NEED SOMETHING IN WRITING TO COVER THIS OR NOT.
