Narrative:

We were given instructions to 'taxi runway 10, hold short runway 22.' as we were crossing the runway 28/10 hold short, we were told to hold short. The first call we didn't hear all of the transmission due to taxi checklist being completed. First officer asked to 'say again,' and the hold short clearance was repeated immediately followed by the instructions to cross runway 28. After clearing first officer stated it was too late to hold short. After departing on runway 10, departure told us to call ATC. Upon arrival in bwi for possible pilot deviation. The first officer and myself were confused to what had actually gone wrong. Did we hear the initial clearance wrong or did we just not stop quickly enough. Holding short of runway 28 when instructed was impossible because we had already crossed the hold short line. Contributing factors: roc has a large number of taxiway and runway closures due to construction and preparations for an air show that weekend. Upon landing 25 mins prior we had taxied in on runway 10/28, and on taxi out we were following a DC9 taxiing out on runway 10, also with clearance to hold short runway 22. Corrective action: this event is being investigated so as to determine what went wrong, so corrective action can be taken. There was no traffic anywhere in the are except us and the DC9.

Title: AN ACR FLC FLYING A DHC8 AT ROC FAILED TO COMPLY WITH ATC TAXI INSTRUCTIONS RESULTING IN A RWY INCURSION.

Narrative: WE WERE GIVEN INSTRUCTIONS TO 'TAXI RWY 10, HOLD SHORT RWY 22.' AS WE WERE XING THE RWY 28/10 HOLD SHORT, WE WERE TOLD TO HOLD SHORT. THE FIRST CALL WE DIDN'T HEAR ALL OF THE XMISSION DUE TO TAXI CHKLIST BEING COMPLETED. FO ASKED TO 'SAY AGAIN,' AND THE HOLD SHORT CLRNC WAS REPEATED IMMEDIATELY FOLLOWED BY THE INSTRUCTIONS TO CROSS RWY 28. AFTER CLRING FO STATED IT WAS TOO LATE TO HOLD SHORT. AFTER DEPARTING ON RWY 10, DEP TOLD US TO CALL ATC. UPON ARR IN BWI FOR POSSIBLE PLTDEV. THE FO AND MYSELF WERE CONFUSED TO WHAT HAD ACTUALLY GONE WRONG. DID WE HEAR THE INITIAL CLRNC WRONG OR DID WE JUST NOT STOP QUICKLY ENOUGH. HOLDING SHORT OF RWY 28 WHEN INSTRUCTED WAS IMPOSSIBLE BECAUSE WE HAD ALREADY CROSSED THE HOLD SHORT LINE. CONTRIBUTING FACTORS: ROC HAS A LARGE NUMBER OF TXWY AND RWY CLOSURES DUE TO CONSTRUCTION AND PREPARATIONS FOR AN AIR SHOW THAT WEEKEND. UPON LNDG 25 MINS PRIOR WE HAD TAXIED IN ON RWY 10/28, AND ON TAXI OUT WE WERE FOLLOWING A DC9 TAXIING OUT ON RWY 10, ALSO WITH CLRNC TO HOLD SHORT RWY 22. CORRECTIVE ACTION: THIS EVENT IS BEING INVESTIGATED SO AS TO DETERMINE WHAT WENT WRONG, SO CORRECTIVE ACTION CAN BE TAKEN. THERE WAS NO TFC ANYWHERE IN THE ARE EXCEPT US AND THE DC9.
