Narrative:

On takeoff received automatic power reserve caution message on icas. Takeoff discontinued at airspeed below 40 KTS per company procedures. Automatic power reserve had been properly deferred the previous day, although it was not listed as an inoperative item on our dispatch release. The deferral was in the maintenance logbook, but it was on a 'new' page with the empty spaces on the previous page. There was a 'sticker' placed near the inoperative switch, but I thought it was for another cosmetic item that was written up for the thrust levers. The item should have been listed on the dispatch release, per company procedures, and there should not have been blank entries in the logbook which gave us the erroneous belief that we had checked all the logbook items. Callback conversation with reporter revealed the following information: the reporter stated the CL65 has a system called an automatic power reserve and if on takeoff an EICAS warning is received on this system the takeoff must be rejected. The reporter said the automatic power reserve compares both engines power output and if one engine power drops a certain percent the remaining engine power is automatically boosted. The reporter stated this system can be deferred when malfunctioning. The reporter said the previously deferred item was not listed on the flight release paperwork and was not on the last page of the maintenance log.

Title: A CL65 REJECTED THE TKOF AT 40 KTS DUE TO AN UNKNOWN PREVIOUSLY DEFERRED AUTOMATIC PWR RESERVE SYS.

Narrative: ON TKOF RECEIVED AUTOMATIC PWR RESERVE CAUTION MESSAGE ON ICAS. TKOF DISCONTINUED AT AIRSPD BELOW 40 KTS PER COMPANY PROCS. AUTOMATIC PWR RESERVE HAD BEEN PROPERLY DEFERRED THE PREVIOUS DAY, ALTHOUGH IT WAS NOT LISTED AS AN INOP ITEM ON OUR DISPATCH RELEASE. THE DEFERRAL WAS IN THE MAINT LOGBOOK, BUT IT WAS ON A 'NEW' PAGE WITH THE EMPTY SPACES ON THE PREVIOUS PAGE. THERE WAS A 'STICKER' PLACED NEAR THE INOP SWITCH, BUT I THOUGHT IT WAS FOR ANOTHER COSMETIC ITEM THAT WAS WRITTEN UP FOR THE THRUST LEVERS. THE ITEM SHOULD HAVE BEEN LISTED ON THE DISPATCH RELEASE, PER COMPANY PROCS, AND THERE SHOULD NOT HAVE BEEN BLANK ENTRIES IN THE LOGBOOK WHICH GAVE US THE ERRONEOUS BELIEF THAT WE HAD CHKED ALL THE LOGBOOK ITEMS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE CL65 HAS A SYS CALLED AN AUTOMATIC PWR RESERVE AND IF ON TKOF AN EICAS WARNING IS RECEIVED ON THIS SYS THE TKOF MUST BE REJECTED. THE RPTR SAID THE AUTOMATIC PWR RESERVE COMPARES BOTH ENGS PWR OUTPUT AND IF ONE ENG PWR DROPS A CERTAIN PERCENT THE REMAINING ENG PWR IS AUTOMATICALLY BOOSTED.
