Narrative:

Started right engine at gate at bwi. APU was inoperative for pneumatics. Aircraft pushed back from gate onto ramp. Aircraft was stopped. Tug driver was cleared to disconnect and was told to stay clear of aircraft for xbleed start. We waited a couple of mins for the wave-off. I received wave-off, released parking brake keeping feet on brake pedals. I waited for tug driver and wing walker to get clear of aircraft. Once they cleared, I had first officer call ATC ground to tell them we needed to do a xbleed start. ATC said ramp was clear behind us. We had xbleed start checklist and ran the checklist. I advanced power on the operating engine to 70% N2 and cleared first officer to start left engine. First officer noticed aircraft was starting to move and called it to my attention. I looked down and I saw that the parking brake was off. I set parking brake and we continued with the xbleed start. No further problems occurred. Title: A B757-200 FLC ALLOWS FORWARD MOTION OF THE ACFT DURING A XBLEED START WHEN THE CAPT FAILS TO SET THE PARKING BRAKE AT THE RAMP AT BWI.

Narrative: STARTED R ENG AT GATE AT BWI. APU WAS INOP FOR PNEUMATICS. ACFT PUSHED BACK FROM GATE ONTO RAMP. ACFT WAS STOPPED. TUG DRIVER WAS CLRED TO DISCONNECT AND WAS TOLD TO STAY CLR OF ACFT FOR XBLEED START. WE WAITED A COUPLE OF MINS FOR THE WAVE-OFF. I RECEIVED WAVE-OFF, RELEASED PARKING BRAKE KEEPING FEET ON BRAKE PEDALS. I WAITED FOR TUG DRIVER AND WING WALKER TO GET CLR OF ACFT. ONCE THEY CLRED, I HAD FO CALL ATC GND TO TELL THEM WE NEEDED TO DO A XBLEED START. ATC SAID RAMP WAS CLR BEHIND US. WE HAD XBLEED START CHKLIST AND RAN THE CHKLIST. I ADVANCED PWR ON THE OPERATING ENG TO 70% N2 AND CLRED FO TO START L ENG. FO NOTICED ACFT WAS STARTING TO MOVE AND CALLED IT TO MY ATTN. I LOOKED DOWN AND I SAW THAT THE PARKING BRAKE WAS OFF. I SET PARKING BRAKE AND WE CONTINUED WITH THE XBLEED START. NO FURTHER PROBS OCCURRED. SUPPLEMENTAL INFO FROM ACN 482906: THE ACFT MOVED 2-3 FT BEFORE CAPT STOPPED THE AIRPLANE.
