Narrative:

On aug/xa/00 an IFR flight plan was filed by a lear 36A from dec to uin. There was a NOTAM issued stating that the airport was closed due to a parachuting event with a phone number to call. Upon calling this number, I was issued a ppr number to land at uin. After departing dec, center asked us if we had gotten prior permission for landing at uin. We stated that we had received a ppr number and read that number back to them. We were soon handed off to quincy tower where they asked us to report a 5 mi left base and expect the visual approach to runway 22. At 6 DME we reported left base to final runway 22 and were cleared to land runway 22. Upon the wheels touching down, a skydiver touched down simultaneously at the edge of runway 22, horizontal to the airplane. At approximately XA00Z, lear requested from tower an IFR clearance from uin to cps. After contacting ground for taxi, they asked us if we could accept runway 4 for departure. We responded that it would be a little tight and requested runway 22 if available. We were instructed to hold short of runway 22 and then we were asked how long of spool time did we need. We let them know we were ready to go immediately and they asked us to expedite and cleared us for takeoff runway 22. After rotation, I felt it was necessary to bank left to avoid skydivers from the right and then bank right to avoid skydivers from the left. Due to the magnitude of the number of skydivers at this event, I felt that the airport should have been closed to all aircraft not associated with the hauling of skydivers and the only runway that should have been utilized was runway 4 which would have been the only direction away from the event. No ppr numbers should have been issued if it was going to compromise safety as it did in our case.

WE RESPONDED THAT IT WOULD BE A LITTLE TIGHT AND REQUESTED RWY 22 IF AVAILABLE. WE WERE INSTRUCTED TO HOLD SHORT OF RWY 22 AND THEN WE WERE ASKED HOW LONG OF SPOOL TIME DID WE NEED. WE LET THEM KNOW WE WERE READY TO GO IMMEDIATELY AND THEY ASKED US TO EXPEDITE AND CLRED US FOR TKOF RWY 22. AFTER ROTATION, I FELT IT WAS NECESSARY TO BANK L TO AVOID SKYDIVERS FROM THE R AND THEN BANK R TO AVOID SKYDIVERS FROM THE L. DUE TO THE MAGNITUDE OF THE NUMBER OF SKYDIVERS AT THIS EVENT, I FELT THAT THE ARPT SHOULD HAVE BEEN CLOSED TO ALL ACFT NOT ASSOCIATED WITH THE HAULING OF SKYDIVERS AND THE ONLY RWY THAT SHOULD HAVE BEEN UTILIZED WAS RWY 4 WHICH WOULD HAVE BEEN THE ONLY DIRECTION AWAY FROM THE EVENT. NO PPR NUMBERS SHOULD HAVE BEEN ISSUED IF IT WAS GOING TO COMPROMISE SAFETY AS IT DID IN OUR CASE.
