Narrative:

While holding at csn got a TCASII TA. Noticed intruder aircraft on TCASII approximately 500 ft below, climbing and closing at 12 O'clock position. As aircraft closed and climbed, received a TCASII 'climb' RA. My altitude was 4000 ft with aircraft holding overhead at 5000 ft and 6000 ft. Unable to notify approach due to frequency congestion and I was not notified of intruder aircraft. Copilot with my concurrence initiated climb in response to TCASII instructions. My scan was primarily outside looking for intruder aircraft and traffic holding above us. 'Clear of conflict' received at approximately 5300 ft MSL. I directed copilot to immediately descend to cleared altitude. First opportunity for contact with ATC was descending through 4500 ft MSL. Controller inquired and I advised her why we were forced to leave our assigned altitude. She advised me of the danger of climbing through other holding traffic. I advised her of the danger of an impending midair collision. Aircraft above us reported 5000 ft. There after that intruder aircraft had caused a TCAS alert from same intruder aircraft. Controller stated that she was advising supervisor. Remainder of flight was uneventful. I would recommend that a procedure be established whereby when holding below 10000 ft AGL, 2000 ft separation be considered between holding aircraft vice 1000 ft.

I WOULD RECOMMEND THAT A PROC BE ESTABLISHED WHEREBY WHEN HOLDING BELOW 10000 FT AGL, 2000 FT SEPARATION BE CONSIDERED BETWEEN HOLDING ACFT VICE 1000 FT.
