Narrative:

Air carrier was inbound to pdx on moxee arrival (STAR), assigned 10000 ft at wylee per LOA. Traffic was issued to air carrier, along with descent clearance to 5000 ft. Air carrier was then issued a traffic alert -- 2 O'clock, 2 mi, 9800 ft indicated. Air carrier advised that he was receiving an RA and climbing. Air carrier was advised that there was no traffic above him. Air carrier finally got a visual on the VFR aircraft, and said it was close. The VFR aircraft was wbound at 9800 ft, wrong ht for flight. We need class B airspace before someone gets killed.

Narrative: ACR WAS INBOUND TO PDX ON MOXEE ARR (STAR), ASSIGNED 10000 FT AT WYLEE PER LOA. TFC WAS ISSUED TO ACR, ALONG WITH DSCNT CLRNC TO 5000 FT. ACR WAS THEN ISSUED A TFC ALERT -- 2 O'CLOCK, 2 MI, 9800 FT INDICATED. ACR ADVISED THAT HE WAS RECEIVING AN RA AND CLBING. ACR WAS ADVISED THAT THERE WAS NO TFC ABOVE HIM. ACR FINALLY GOT A VISUAL ON THE VFR ACFT, AND SAID IT WAS CLOSE. THE VFR ACFT WAS WBOUND AT 9800 FT, WRONG HT FOR FLT. WE NEED CLASS B AIRSPACE BEFORE SOMEONE GETS KILLED.
