Narrative:

Air carrier X had developed a procedure for their B727's for noise abatement that has created the most dangerous sits I have ever witnessed in my 21 yr career. They can't climb above the terrain, they are being run over by succeeding departures, and they are conflicting with just about all aircraft in the system. They are climbing out of 160 KTS at 100 ft per NM. This doesn't work at this altitude.
