Narrative:

Landing runway 12R msp 20 mins (approximately) after sundown, B727 cleared for takeoff. We're about 1 1/2 - 2 mi out. Couldn't see attitude of B727 to any certainty except that he was on runway. No go around given from tower. Upon touchdown, I noticed he was still on runway. Tower parameters for landing and taking off aircraft 6000 ft and airborne (nosewheel off runway). This close proximity on landing appears too close to be safe. Safety is being compromised for the expediency of traffic. The go around decision should be made by 200 ft, that will be my parameter from now on.

Title: WITH THE SUN IN HIS FACE, A LNDG DC10 PLT, AWARE THAT ANOTHER ACFT HAS BEEN CLRED FOR TKOF ON THE SAME RWY, FINDS ON TOUCHDOWN THAT THE DEPARTING ACFT IS NOT OFF THE GND YET.

NO GAR GIVEN FROM TWR. UPON TOUCHDOWN, I NOTICED HE WAS STILL ON RWY. TWR PARAMETERS FOR LNDG AND TAKING OFF ACFT 6000 FT AND AIRBORNE (NOSEWHEEL OFF RWY). THIS CLOSE PROX ON LNDG APPEARS TOO CLOSE TO BE SAFE. SAFETY IS BEING COMPROMISED FOR THE EXPEDIENCY OF TFC. THE GAR DECISION SHOULD BE MADE BY 200 FT, THAT WILL BE MY PARAMETER FROM NOW ON.
